工程包括在灣仔東中環灣仔繞道進行土地平整及建造工程，重置現有的海旁設施，包括過海海底水管、海底排污渠口管道、渡輪碼頭、冷卻用水抽水系統及海水抽水站；建造雨水箱形暗渠，建造永久政府直昇機坪及相關設施，以及在金紫荊廣場旁重置公共廁所
