項目主要包括在粉嶺橋頭附近興建四條高架道路，連接邊界管制站的道路，並在交匯處附近擴闊一段約一公里長的粉嶺公路，拆除現有的橋頭行車橋樑、；重置現有的橋頭行人橋；為現有的大窩西支路和大窩東支路重新定線；以及相關的斜坡、排水、排污、水務及環境美化工程
