以無坑敷管法安裝長約七十米、直徑一千二百毫米的水管。擬建的無坑敷管工程將在現粉嶺公路南行和北行行車線下方約六米進行。粉嶺公路下方的挖掘工程將採用Herrenknecht AVN1200AB 泥水壓平衡式（SPB）全斷面隧道鑽掘機（TBM）進行
