Harbour Area Treatment Scheme (HATS) is a major Government infrastructure project in Hong Kong. It is executed in stages to solve water pollution caused by urban development around Victoria Harbour. HATS Stage 2A will provide treatment to the remaining 25% of sewage from the northern and southwestern parts of Hong Kong Island. Moreover, a disinfection facility will be installed to in order to improve the quality of the harbor waters. Thus it may be possible to re-open the Tsuen Wan beaches.

In order to treat the additional sewage form Stage 2A, the existing Stonecutters Island Sewage treatment Works is upgraded. The upgrading works include the expansion of treatment capacity of the existing sewage treatment works from 1.7 to 2.45 million cubic meters of waste water per day. The works will be equipped with an advanced odour control system. In addition, works are to disinfect the treated sewage to bring about early improvements to the water quality of the western and the beaches at Tsuen Wan.

In order to reduce the consumption of valuable drinking at Stonecutters Island Sewage Treatment, further treatment of the effluent for reuse is being considered.Effluent reuse applications include process water; toilet flushing water; cooling water for machinery and wash water.

The project consists of a tunnel for effluent handling with 8.5m in diameter and 880m in length and 90m below ground. E&M works include Deodorization Unit; TRC Measuring System; Sodium Bisulphite Dosing Unit & Static Mixer and Building Services of Dechlorination Plant.
